Founded in 1964 in response to President Lyndon B. Johnson’s War on Poverty, Step Forward—formerly the Council for Economic Opportunities in Greater Cleveland—became Cuyahoga County’s community action agency, leading the fight against poverty.

For 60 years, we’ve remained committed to helping individuals and families overcome challenges and build brighter futures. From launching Head Start to expanding education, workforce development, and support services, our mission has endured. While our name and programs have evolved, our dedication to the community remains strong. Together, we move forward—one person, one family, one step at a time.
