Step Forward opens HEAP Courtesy Center

Step Forward is proud to announce the opening of its new HEAP Courtesy Center, a dedicated space to assist individuals and families seeking support through the Home Energy Assistance Program (HEAP) and the Percentage of Income Payment Plan (PIPP).


Located at 4834 Richmond Rd, Warrensville Heights, OH 44128, this center represents our commitment to providing accessible and efficient services to those in need.

The HEAP Courtesy Center’s primary purpose is to assist clients experiencing a loss of service or clients in possession of a disconnection notice. It is also a one-stop-shop for all HEAP-related services. Step Forward’s knowledgeable staff will be available to serve and guide clients with benefits and about how to make utility payments more affordable and remain in good standing with PIPP.


One of the key features of the HEAP Courtesy Center is its dedicated computer lab. This lab provides clients with access to computers and internet connection, allowing them to complete online applications and access online resources related to HEAP and PIPP. This resource is particularly valuable for those seeking non-emergency services and are applying for the first time.


“Recent changes in how to apply for regular annual HEAP benefits make the computer lab a good option for those without internet access at home," Jacqueline Boehnlein, Step Forward's Vice President of Community Services, explained. "Step Forward no longer accepts drop off applications at any agency location for regular HEAP or to reverify for PIPP. Many are choosing to apply online instead of relying on the mailing option."

In addition to the computer lab, the HEAP Courtesy Center offers a warm and welcoming environment for clients. Free parking and an adjacent bus stop help with transportation needs. The facility is also handicapped accessible.


"We are committed to making the application process for energy assistance as accessible and straightforward as possible. Our new HEAP Courtesy Center is an important step in improving our services and ensuring that our clients receive the support they need."


Effective July 1, 2024, the HEAP Courtesy Center will be open Monday to Friday, from 9:00 AM to 12:00 PM and 1:00 PM to 4:00 PM. It is important to note that while the HEAP Courtesy Center is the primary location for HEAP-related services, anyone seeking emergency utility assistance is advised to schedule an appointment through the scheduling hotline at (216) 350-8008 or online at stepforward.itfrontdesk.com. Walk-in services at the HEAP Courtesy Center are subject to availability and same-day assistance is not guaranteed.


Additionally, the HEAP building at 2203 Superior Avenue, Cleveland, Ohio 44114, will no longer be open to the public.
