Step Forward’s HEAP Courtesy Center primarily provides emergency interventions for HEAP and PIPP clients, but strives to be a welcoming site for everyone with utility assistance needs. Services are not necessarily provided on a first-come, first serve basis. The Center uses a booking system to prioritize and service visitors.

We ask that all visitors:

  • Sign in upon entry.

  • State purpose for visit.

  • Be prepared to return Tuesday-Thursday between the hours of 9:00 a.m. and 12:00 p.m.

The Courtesy Center has a limited waiting area. Seats are reserved for clients being served within 30 minute intervals.

Our service priorities are as follows:

  • Clients disconnected from service

  • Clients with a disconnection notice

  • Dropped PIPP clients reinstating for the PIPP program

Hours of Operation:

The HEAP Courtesy Center is open to the public on Tuesdays, Wednesdays, and Thursdays from 9:00 a.m. to 12:00 p.m. with the last individual being seen at 11:30 a.m. The center is closed for lunch at 12:00 p.m. and visitors are no allowed inside after this time.

What to expect:

Step Forward staff will do their best to accommodate your needs and make your visit as easy as possible. We aim to minimize waiting times. Please understand that our first priority is to help clients who have lost service or have a pending disconnect.

To better manage wait times and the number of people in the center, we offer mobile texting with appointment times and two-way texting with staff throughout the day.
