Step Forward provides utility assistance programs and services to all Cuyahoga County residents, ensuring that everyone across the entire county has access to help with their utility bills. 

Step Forward is a local provider for the Ohio Department of Development, offering energy programs and services to residents across Cuyahoga County. Our staff processes applications for the Home Energy Assistance Program (HEAP) and the Percent of Income Payment Plan (PIPP) that are submitted online or by mail to the State of Ohio. Applications are processed in the order they are received, and we aim to provide a determination letter within 12 weeks. This service does not require appointments.

Our online and mail processing team handles 75% of all utility assistance benefits provided by Step Forward each year. During specific crisis periods, we offer appointment-based services for those facing disconnection or needing bulk fuel, in line with Ohio's winter and summer reconnection orders. Please note that emergency assistance can only be provided through an appointment, which we conduct by phone to make it easier for everyone.

We understand that securing an appointment can be stressful for households already facing challenges, such as chronic illness, unemployment, or financial hardship. We hear your concerns and are committed to assisting as many people as possible within our funding limits.

Not every household requires an appointment for assistance. Appointments are necessary only for those who have received a disconnection notice, are currently disconnected, or have 25% or less bulk fuel remaining to maintain their services. This situation is considered a crisis. If you are in crisis, and need to schedule an appointment, please on "Seasonal Crisis by Appointment."

For households that are not in crisis, we encourage you to apply online for non-appointment services or to enroll in the Percentage of Income Payment Plan (PIPP). PIPP helps you manage your utility bills by allowing you to pay a portion of your income towards your gas and electric services, with the program covering the rest. This helps prevent disconnections and keeps your utility costs more affordable over time.
