Step Forward helps residents of Cuyahoga County apply for programs that make energy more affordable and prevent disconnection.​

My power is off or about to be shut off

If your power has been shut off, you’ve received a disconnection notice, or your fuel is running low, you may qualify for Step Forward’s Seasonal Crisis Programs. Crisis assistance is provided by appointment only.

I need help paying my
utility bills

If you do not have a shut-off notice, you can apply for HEAP or the Percentage of Income Payment Plan online or by mail - no appointment needed.

Not sure if you qualify for Home Energy Assistance? Use the federal LIHEAP Eligibility Tool to find out if your household may be eligible for help with heating or cooling costs. This quick online tool can help you determine whether you might qualify before starting your application.

All utility assistance programs require annual income verification. 

Important: Because each household’s utility situation varies, additional documentation beyond what is listed may be required to complete your application.
